Every puzzle is rated by the hardest step a person needs to solve it, not just by how many digits it starts with. Easy puzzles need only singles, medium puzzles need a pair or a digit locked into one line of a box, and hard puzzles need a triple, an X-wing, a swordfish or a Y-wing. No puzzle ever requires guessing, and each has exactly one solution.
